Repatriation Sources Sought

There is no solicitation available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the government.

Federal Prison Industries, Inc. (FPI) is seeking to identify sources that possess the expertise, capabilities, and experience to meet FPI’s requirement to identify opportunities and facilitate agreements between FPI and private-sector companies to bring back (repatriate) to the United States the manufacture of products that are currently, or under consideration to be, manufactured outside of the country. (Note: “manufacturing” includes producing, mining, and assembling, and “products” includes goods, wares, and merchandise.)

Information provided in response to this notice may be used to finalize the acquisition strategy for this requirement. This is not a request for a proposal and in no way commits the government to award a contract.

The government will not compensate any person or entity for any information that is submitted in response to this notice. Any information submitted is voluntary.

FPI is seeking a source to identify and facilitate agreements between FPI and private-sector companies that presently manufacture products outside of the United States and have an interest in manufacturing these products domestically, as well as companies that are considering moving manufacturing outside of the United States. These products would include those from the Electronics, Clothing, Office Furniture, and Metals industries:

Electronics would include, as an example, cable, wiring harnesses, connectors, assembly, and communication apparatus.
Clothing would include apparel products such as shirts, trousers, and outerwear.
Office Furniture would include case goods, seating, and systems furniture.
Metals would include fabricated metal products such as lockers, cabinets, and containers.
Any product line using FPI’s broad manufacturing capabilities.

Compensation for opportunity identification and agreement facilitation between FPI and private-sector companies will be negotiated on a case-by-case basis. FPI anticipates using an incentive approach based on revenue generated.

The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 425120.

All small business respondents shall confirm that their size status is small according to their applicable GSA FSS schedule.

Interested GSA schedule holders are invited to submit to the contracting office as early as possible, but not later than fourteen (14) calendar days after the issuance of this notice, a maximum five (5)-page Capability Statement that addresses the following criteria: (1) Evidence of the ability to provide services (in whole or in part) similar in scope and complexity to the above requirements; (2) Past performance information demonstrating relevant experience in any or all of the functional task areas referenced above within the past five (5) years; (3) Small business category and/or socio-economic group; and (4) GSA contract number, if GSA schedule holder. If planning to team, partner, or subcontract with another entity(ies), identify its/their size status and corresponding GSA schedule(s). Segregate this information on the Capability Statement by entity. Also, specify by name one primary and one alternate Point of Contact (POC) within your entity, including their respective telephone numbers and e-mail addresses.

Acceptable sources must hold a GSA schedule and qualify under the applicable NAICS code.

All submitted information must be contained within the Capability Statement page limit.
